AB'nin insan hakları politikası çerçevesinde Suriye krizinin Türkiye-AB ilişkilerine etkisi

Abstract

Arap ayaklanmalarının Mart 2011’de Suriye’ye sıçramasıyla Suriye bölgesel ve dış aktörlerin müdahalesiyle iyice karmaşık hale gelen bir iç savaşın içine girmiştir. Bu savaşın yol açtığı mülteci ve güvenlik meseleleri sadece Suriyelileri değil pek çok bölgesel ve küresel aktörü de etkilemiştir. Savaş bir yandan çok sayıda Suriyelinin güvenlik kaygısıyla komşu ülkeler ve Avrupa ülkelerine doğru göç etmesine; diğer yandan Suriye’de farklı ülkeler tarafından güvenlik tehdidi olarak algılanan hükümet dışı aktörlerin ortaya çıkmasına yol açmıştır. Avrupa Birliği (AB) ülkeleri ve Türkiye de bu savaştan güvenlik tehdidi algılamış ve mülteciler konusu ülkelerin gündemini çok etkilemiştir. Bu çalışmada, Suriye iç savaşının insan hakları bağlamında Türkiye-AB ilişkilerine etkisi ele alınmaktadır. Çalışmada, Suriye İç Savaşının, tarafların bu kriz çerçevesinde farklı beklenti ve çıkarları olması dolayısıyla, AB-Türkiye ilişkilerini olumsuz yönde etkilediği ileri sürülmektedir.

With the spread of the Arab uprisings to Syria in March 2011, Syria entered into a civil war that became more complicated with the intervention of regional and external actors. The refugee and security issues caused by this war have not only affected Syrians but also many regional and global actors. The war, on the one hand, has paved the way a large number of Syrians to migrate to neighboring and European countries with security concerns; on the other hand, it has led to the emergence of non-state actors that are perceived as a security threat by different countries in Syria. The European Union (EU) countries and Turkey also perceived a security threat from this war and the refugee issue heavily affected the agenda of the countries. In this study, the impact of the Syrian civil war on Turkey-EU relations is examined in the context of human rights. It is argued that the Syrian Civil War has negatively affected EU-Turkey relations as the parties have different expectations and interests within the framework of this crisis.
