Özet
1900'lerin başında Prens Sabahattin ile İttihat Terakki arasında merkeziyet /ademi merkeziyet kavramları üzerinden yaşanan siyasal-yönetsel kutuplaşmanın bir benzeri 1920'li yıllarda ortaya çıkar. 1920'lerin ilk yarısında yoğunlaşan kutuplaşma, büyükşehir belediye başkanı (şehremini) seçilmiş mi (müntehab) atanmış mı (mansub) olmalı sorusu üzerinden ilerler. Çalışmada söz konusu siyasal kutuplaşmanın tarihsel gelişimi aktarılarak, yönetsel kavramların tarihsel-toplumsal karakterinin çözümlenmesi amaçlanmıştır. Çalışmanın iki özgün katkısı bulunmaktadır: yerel yönetim tarihinde görece karanlıkta kalan 1920'li yıllara ışık tutar; merkeziyetçilik tartışmalarına tarihsel-toplumsal bir boyut kazandırır. Çalışma iki ana bölümden oluşmaktadır: şehreminliğin yasal-yönetsel gelişimi ve siyasal kutuplaşmanın aktörleri ve argümanlarının incelenmesi
In the early 1920s of the Turkish Republic, there occurred a politicaladministrative conflict around the administrative concepts of appointed or elected mayor of metropolitan municipality like the centralization / decentralization debate of 1900s between Prince Sabahaddin and the Committee of Union and Progress. This study reveals the historical development of this conflict and helps to analyze the historical-social characteristics of administrative concepts. Thus, the study contributes to the literature that 1920s, which is still relatively uncovered in administrative history, is to be analyzed and an historical-social dimension on the concept of centralization is to be provided. The study consists of two main parts: historical - legal development of the statue of the metropolitan mayor and the analysis of the political conflict on the basis of the actors and their main arguments
